"PennDOT Regulated Fill Beneficial Reuse Pilot Program"

With the execution of a Memorandum of Understanding (MOU), PennDOT and PADEP began a regulated fill beneficial reuse pilot program in District 6. This pilot streamlines the planning, execution and documentation of regulated fill transferred and beneficially reused between two PennDOT projects. Under the MOU:
•
PennDOT remains in compliance with PADEP’s regulated fill beneficial use permit WMGR096;
•
The process leverages/accounts for PennDOT’s environmental due diligence, design, and construction processes;
•
Enables the planning for transfer and use of regulated fill between PennDOT’s infrastructure improvement projects;
•
Formalizes use constraints that align with PennDOT’s typical operations allowing for significant streamlining of the approval process; and
•
Defines the roles, responsibilities, and duties of PADEP and PennDOT.
This process represents tremendous sustainability improvements and cost savings to PennDOT and the Commonwealth achieved through reduced trucking, disposal, chemical characterization, landfill, and clean fill import costs, and reserving landfill space to materials that offer no reuse applications. PADEP and PennDOT will monitor the implementation of this pilot with the intention to roll it out statewide.
Attendees of this ASHE presentation will be introduced to the procedures, understand the applicability and constraints, walked through the new PennDOT application form, and be made aware of the required use documentation requirements.
