Field Trip & Presentation: I‑295/I‑76/Route42 Direct Connection

Project Description

The I-295/I-76/Route 42 interchange is one of the largest and most congested intersections in southern New Jersey, carrying large volumes of commuter traffic destined to and from Philadelphia via the Walt Whitman Bridge. It is also a connection via Route 42 and the Atlantic City Expressway to the shore areas for weekend trips. Presently, the I-295/I-76/Route 42 interchange does not provide a direct connection for I-295 through traffic. The existing interchange requires motorists to reduce speed in both directions of I-295 so that they can safely negotiate ramps with 35 mph speed limits.

Dewberry is responsible for each phase of this $900-million direct connection from the initial preparation of environmental documents to completion of final design and through construction. The purpose of this project is to improve safety and reduce traffic congestion at the interchange of I-295/I-76/Route 42 while providing a direct connection for I-295 through traffic. The project addresses quality-of-life issues as they relate to motorists, residents, and the environment. The improvements eliminate existing weaving conditions, improve ramp merging, upgrade ramp geometry, and add left and right shoulders throughout the Interchange.

The final design, which will carry I-295 over I-76/Route 42 on a six-lane structure, includes 13 bridges, two culverts, 22 retaining walls, and noise walls. A stormwater pump station will also be required in addition to stormwater management basins. Required permits include New Jersey Department of Environmental Protection (NJDEP) Freshwater and Coastal Wetlands, NJDEP Waterfront Development, NJDEP Flood Hazard Area, and USACE Section 404 and Section 10.

The construction has been split into five contracts. The Advance ITS contract and Contract No. 1 are complete, Contracts No. 2 and No. 3 are under construction, and Contract No. 4 is in Final Design.

Speaker Bios

Lisa Peterson, P.E., P.L.S., C.M.E. – Department Manager, Transportation Services, Dewberry

Ms. Peterson is the Transportation Department Manager for Dewberry’s Mount Laurel office. She has extensive experience in transportation engineering and project management. Her expertise includes bridge replacements, highway drainage improvements, interchange design improvements and right of way. With Dewberry, she was involved with the award-winning New Jersey Turnpike Interchange 6-9 widening project, as well as the Route 3 over the Passaic River project. She is currently working on a number of other transportation improvement projects in New Jersey, including Final Designs for Contract 4 of the 295 Direct Connect Project in Camden County, Route 49 Buckshutem Road intersection in Cumberland County, and the ADA South pedestrian curb ramp improvement project in Camden County. Ms. Peterson has a Bachelor of Engineering Degree in Civil Engineering from Stevens Institute of Technology and a Bachelor of Science in Surveying Engineering Technology from New Jersey Institute of Technology (NJIT).

Gregory Wisniewski, P.E. – Structural Project Engineer, Dewberry

Greg Wisniewski is a bridge engineer with experience in highway and railroad bridge design and rehabilitation. He has been involved in design, emergency bridge inspection, cost estimation, constructability reviews and post-design services. His experience includes working on both single and multi-span straight girder bridges, curved girder bridges, complex steel truss rehabilitations and pin and hanger retrofits for New Jersey DOT, New Jersey Turnpike Authority, Pennsylvania DOT and Michigan DOT. Mr. Wisniewski has Bachelor and Master Degrees in Civil Engineering from Rutgers, The State University of New Jersey and is currently pursuing a PhD in Structural Engineering.

Doug Nase, P.E. – Structural Project Engineer, Dewberry

Douglas Nase’s experience includes structural engineering of bridges, superstructure design, steel girder design (curved girders and straddle bents), seismic isolation bearing analysis, precast post-tensioned pier columns, pile supported footing design, drilled shaft supported footing design (strut and tie analysis), analysis packages (STAAD, DESCUS, Merlin Dash, RC-Pier, CSiBridge), geometry (GEOPAK). Clients he has worked on project for include New Jersey Department of Transportation, New Jersey Turnpike Authority, and various municipal and county clients. Mr. Nase has a Bachelor of Science Degree in Civil Engineering from Old Dominion University, and a Master of Science Degree in Structural Engineering from Lehigh University.

James Boudreau, P.E. – Geotechnical Project Manager, Dewberry

James Boudreau is a geotechnical engineer who has performed a myriad of geotechnical engineering and final design services for highway and waterfront structures, buildings, dams, and underground construction. He is experienced in the design and installation of piles and drilled shafts as structural foundations, retaining walls, cofferdams, soil/rock slope stabilization, ground modification and geologic remediation, ground improvement for the construction of embankments, and seismic hazard analysis and retrofitting.

His responsibilities as a project geotechnical engineer include development, coordination and oversight of geotechnical, geologic and geophysical investigations, development of laboratory testing programs, performance of geotechnical design, generation of geotechnical reports, construction plans and specifications. He is also responsible for geotechnical aspects of construction including review of contractor’s wave equation analyses, oversight of static and dynamic pile testing, review geotechnical instrumentation installation and data recording, and temporary sheeting/cofferdam design review. Mr. Boudreau holds a Master of Science Degree in Civil/Geotechnical Engineering from the New Jersey Institute of Technology (NJIT) and a Bachelor of Science Degree in Civil Engineering from Rutgers, The State University of New Jersey.
