ASCE SJ May 2019 Meeting - Wrong-way Driving Crashes: Data Analysis and Safety Countermeasures

 

 

Wrong-way driving (WWD) occurs when a driver, either inadvertently or deliberately, drives in the opposing direction of traffic along a high-speed, physically divided highway or its access ramp. On a nationwide scale, according to the National Highway Traffic Safety Administration (NHTSA), an average of 355 fatalities occur each year due to WWD. These crashes result in 1.34 fatalities per fatal crash, while for other non-WWD fatal crashes this number drops to 1.10. Based on an inquiry of the Fatality Analysis Reporting System (FARS) database (2004-2011), New Jersey is among the top 15 states with the most WWD fatal crashes. This sobering statistic highlights the fact that WWD crashes require special attention due to their greater severity despite their lower frequency. Without a comprehensive analysis of causal factors, any effort to implement WWD countermeasures to prevent or mitigate the frequency and severity of WWD crashes may be misguided. This presentation will elaborate on contributing factors that cause WWD crashes and fatalities and effective safety countermeasures to reduce the frequency of WWD incidents and crashes. It also evaluates the effectiveness of utilizing emerging technology such as Unmanned Aerial Vehicles (UAVs) to inspect, inventory, and monitor interchange assets pertaining to WWD prevention, with the aim of mitigating this type of crashes.

 

Speaker:Mohammad Jalayer, Ph.D.

Mohammad Jalayer, Ph.D.,is an Assistant Professor in the Department of Civil and Environmental Engineering at Rowan University. Dr. Jalayer's interest is in traffic engineering, and he has been deeply involved in research related to traffic operations and safety, statistical methods and applications in transportation, and Intelligent Transportation Systems (ITS). Dr. Jalayer is a nationally recognized expert in transportation safety and mobility and has made major contributions to several projects contracted with Illinois Department of Transportation (IDOT), Alabama Department of Transportation (ALDOT), New Jersey Department of Transportation (NJDOT), and the American Traffic Safety Services Association (ATSSA) in recent years. Dr. Jalayer has authored or coauthored more than 60 scholarly articles and papers that have been published in scientific journals and conference proceedings. Furthermore, he served as the co-author of the two nationally-used guideline booklets for mitigating wrong-way driving crashes, and roadway departure crashes. Dr. Jalayer is the recipient of several prestigious awards such as 2016 National Highway Safety Information System (HSIS), 2017 ASCE -CJB Young Civil Engineer of Year, and 2017 ITE-Northeastern District Rising Star Program.
