The rail tunnels beneath the Hudson River (also known as the North River Tunnels) are twin single-track tubes that connect New York City and New Jersey. These tunnels were constructed as part of the New York Penn Station program of the Pennsylvania Railroad and opened in 1910, completing the first physical connection for railroad service between these two points and diverting thousands of passengers from the often-undependable ferries that they had to use to make this journey across the Hudson River. Today over 400 trains carrying hundreds of thousands of passengers on NJ Transit commuter trains and Amtrak long-distance services use these facilities. A combination of the age and heavy usage of the tunnels and damage caused by Superstorm Sandy in 2012 has resulted in needs for major repairs that may require extended closure, and the demands placed on them has sparked consideration of additional capacity through the construction of new tunnels. Mr. Galloway will provide an update on the Program along with the origins, rationale and progress to advance the effort, which is a family of several diverse projects, to completion.
