Description

This session focuses on engineering ethics for transportation professionals. The session will provide an overview of core ethical principles, identifying ethical issues, creating a framework for resolving common ethical dilemmas and existing enforcement mechanisms. We will summarize several ethical challenges faced by practitioners to illustrate ethical components in a real-world environment. The fact situations are drawn from transportation and consulting engineering scenarios to illustrate such key components as protecting public health, safety and welfare, duties to clients, conflicts of interest, areas of competency, and avoiding deceptive acts. We will compare Code of Ethics published by professional associations, review Licensing Laws and Regulations and focus on common and some not so common statutory and regulatory provisions from the region including Delaware, Maryland, New Jersey, New York and Pennsylvania..

Speaker Bios

Gunther Carrle – General Counsel – Professional Services, McCormick Taylor, Inc.

Gunther O. Carrle is an attorney and is currently the General Counsel - Professional Services for McCormick Taylor, Inc., a full-service civil engineering firm providing creative design, planning, communications, program management and environmental solutions to the challenges of everyday life. McCormick Taylor was formed in 1946 and has grown to over 450 employees in 17 offices located throughout Pennsylvania, New Jersey, Delaware, Florida, Maryland, Virginia, South Carolina, and North Carolina. Mr. Carrle holds a Masters of Engineering degree in structural engineering from Rensselaer Polytechnic Institute and a Juris Doctor degree from the University of Pennsylvania. Prior to joining McCormick Taylor in 2017, Mr. Carrle was Co-Chair of the Design Professional’s Practice Group and the managing principal of Powell, Trachtman, Logan, Carrle & Lombardo for more than 30 years, where his legal practice focused on the representation of architects and engineers in all aspects of their professional practice. Mr. Carrle served as a member of the Judge Advocate General’s Corps of the US Army from 1980 to 1984. Speaker bio.

Anthony Potter – Principal Attorney, Offit Kurman Construction Law Practice Group.

Anthony S. Potter is a Principal attorney in the Offit Kurman Construction Law Practice Group and is a resident of the firm’s Harrisburg, Pennsylvania Office. Mr. Potter focuses his practice on counseling architects, engineers, design-build entities, owners and other businesses involved in construction contracting, commercial and construction litigation, administrative law, and professional licensing matters. Mr. Potter serves as general counsel to AIA Pennsylvania, special counsel to the American Council of Engineering Companies of Pennsylvania and is a member of the Penn State Harrisburg Advisory Board for the Structural Design & Construction Engineering Technology and Civil Engineering Programs. He frequently provides seminars and lecturers at national, regional and statewide forums on topics including construction contract documents, construction delivery methods, design and construction errors and omissions, risk management, construction and project management, construction litigation and design professional ethics.
