Project Description
Urban Engineers, Inc. (Urban) was enlisted by the New Jersey Department of Transportation (NJDOT) to prepare the following:
- Engineering investigations and condition evaluations of the project site.
- Alternative highway, utility and stormwater designs.
- Constructability analyses for the most favorable alternative.
- Environmental studies and permit acquisitions.
- Bid Documents (Plans and Specifications).
- Engineering Consultation Services to assist NJDOT with shop drawling review and requests for information.
The White Horse Circle presented NJDOT with a difficult challenge. Suffering from one of the State’s highest crash rates and the need to process over 20,000 cars daily, the Circle became a symbol of driver frustration. Comprised of crisscrossing lanes, the Circle was more akin to a maze than an intersection. As a result of the confusing configuration and crash history, drivers often avoided the intersection, referred to as a “death trap” by the Times of Trenton, altogether.
In 2012, NJDOT began exploring ways to improve safety at the Circle by seeking a balanced solution that would not only solve the existing problems but also gain community support. In this effort, NJDOT enlisted Urban to develop conceptual designs for several options, including a modern roundabout that was ultimately selected, through public involvement, for construction.
NJDOT, Mercer County, and Hamilton Township worked in partnership with the community throughout project delivery, from developing the preferred alternative – roundabout to completing construction. Through the collective efforts of those involved, the delivery of this complex project finished on schedule, satisfied NJDOT goals and objectives, and provided a sustainable outcome that will benefit the traveling public and surrounding community.
Speaker Bios
William McGarrigel, PE – Project Manager, Urban Engineers, Inc.
William (Bill) McGarrigel has over 27 years of professional engineering experience in the management, planning and design of complex transportation projects. He has served as Project Manager or Transportation Lead for the concept development, feasibility assessment, and preliminary/final design phases of varying transportation projects in New Jersey and Pennsylvania, serving clients such as New Jersey Department of Transportation (NJDOT), Pennsylvania Department of Transportation (PennDOT), the Pennsylvania Turnpike Commission (PTC) and New Jersey Turnpike Authority (NJTA). He provides practical knowledge to his clients regarding the study, design, and implementation of transportation projects with a focus on cooperation and consensus. He also contributes to Urban’s QA/QC policies and procedures serving in the capacity of our New Jersey Operation’s ISO 9001:2008 certification representative. Bill has recently been recognized for elevating the standards of the engineering profession with the 2020 ACEC-NJ Member Recognition Award.
Scott Diehl, PE, PTOE, PP, AICP – Lead Traffic Engineer, Urban Engineers, Inc.
Mr. Diehl has over 25 years of experience in transportation planning and engineering. He has worked on a wide-range of projects including numerous roundabout and circle conversion projects. Recent experience includes a number of signal re-timing projects including the entire City of Stamford, CT.
Adam Brown, PE – Lead Project Engineer, Urban Engineers, Inc.
Mr. Brown has over 17 years of professional engineering experience in planning and design of transportation project. Mr. Brown’s specializes in ADA compliant designs as well as Modern Roundabouts. He has designed modern roundabouts in three states and with multiple clients such as NJDOT, NJTPA, DVRPC, SJTPO, and multiple counties. Mr. Brown also has experience in leading public information centers and public education meetings on the topic of modern roundabouts. Educating the public on the differences between and traffic circle and a modern roundabout as well how the proposed design would affect the traveling public was a critical task on the Whitehorse Circle Project. He has a Bachelor of Science and Master of Science in Civil Engineering from Lafayette College and Villanova University, respectively.
