Project Description

Owned, operated, and maintained by the Delaware River Joint Toll Bridge Commission, the Scudder Falls Bridge spans the Delaware River, connecting Ewing Township, NJ, and Lower Makefield Township, PA, and carries an average of 59,000 vehicles per day. The bridge was nearing the end of its useful lifespan and was classified as “functionally obsolete” due to capacity limitations, poor roadway geometry, and safety concerns. The Scudder Falls Bridge Replacement Project is replacing the existing bridge with a modern design crossing. The project also includes 4.4 miles of improvements along the I-295 corridor between the Newtown-Yardley/Route 332 Interchange in Pennsylvania and the Bear Tavern Road/CR 579 Interchange in New Jersey.

The project includes construction of new side-by-side structures carrying 3 through-traffic lanes in each direction and 3 auxiliary lanes (2 NJ-bound, 1 PA-bound) to facilitate movements at the adjacent interchanges. Additional improvements include lane transition improvements on I-295 in NJ, construction of noise-abatement walls in both states, and construction of a bicycle-pedestrian facility connecting canal towpaths. In PA, I-295 will be widened by adding one travel lane in each direction. The I-295/Taylorsville Road and I-295/Route 29 interchanges are being reconfigured to improve safety. All-Electronic Tolling was implemented in July 2019 in the PA-bound direction, enabling drivers to pay tolls while traveling at highway speeds.

Speaker Bios

Kevin M. Skeels, P.E. – Assistant Chief Engineer, DRJTBC

Kevin Skeels is the Assistant Chief Engineer for the Delaware River Joint Toll Bridge Commission. In this role, he coordinates the planning of the engineering activities associated with the design, construction, and maintenance of bridges, highways, and buildings and assists the Chief Engineer in the development and implementation of the Commission’s Capital Program to preserve, protect, manage, and enhance the Commission’s asset base. He has over 31 years of experience in highway and bridge design and construction, which includes previous employment at major national consulting engineering firms servicing both public and private sector clients in the planning, design, and construction management of bridges, tunnels, highways, railroad, and buildings infrastructure.

He holds an A.A.S. from Westchester Community College in Valhalla, New York, and a B.S.C.E. from the Northeastern University in Boston, Massachusetts. Mr. Skeels is a member of the Civil Engineering Honor Society Chi Epsilon and ASCE and is a Registered Professional Engineer.

Health and Safety

We understand that there is much uncertainty in the current COVID-19 environment. We plan to hold the event in compliance with guidance and restrictions from the State of New Jersey. We will follow all health and safety guidance, as everyone’s health is of the utmost importance. We will recommend that members attending the field visit and the dinner wear masks and follow social distancing guidelines. As we receive additional guidance from government officials, we will notify you of any changes to the event.

Our cancellation policy remains as usual: We can offer full refunds only if registrations are canceled before the registration closing date. If the event is canceled, we will apply account credit or offer full refunds to everyone.

Field Trip

Please be prepared to wear hard hats, safety vests, and appropriate footwear on site. A required field trip waiver will be available at the meeting location.

We will meet at the Yardley Park and Ride (I-295, Exit 10 in Pennsylvania) between 3:00 and 3:30 PM. The field trip will begin promptly at 3:30 PM. Note that the Scudder Falls Bridge toll is applied leaving NJ ($2.60 Toll By Plate/$1.25 E-ZPass).
