Originating in Wuhan, China, in December 2019, the coronavirus SARS-CoV-2 has triggered the global pandemic COVID-19 that has infected over 10 million people with over 500 thousand deaths as of June 30, 2020, and caused serious economic downturns around the world.Because of lack of a vaccine, local and state governments have resorted to imposing social distancing regulations and shuttering of businesses, which unfortunately also have serious economic consequences.Basically, the outbreak intervention problem can be viewed as a mathematical optimization problem as there are contradictory outcomes, such as reduction of infection and fatalities vs economic downturns.Using the epidemiological model of virus transmission, we use concepts of optimal control theory to determine the optimal levels of intervention, such as a) non-pharmaceutical intervention of contact mitigation and suppression, and b) pharmaceutical intervention using novel treatment modalities.Our method also determines the timeline for an orderly relaxation of contact mitigation and suppression without triggering a second wave. Simulation results are presented on the impacts of various intervention methods and possible outcomes.
